Is it free? Is my PDF uploaded?

Free, with no sign-up, no watermark and no daily limit. Nothing is uploaded: the PDF is made smaller inside your browser, on your own phone or computer.

How do I get a PDF under 200 KB for a form?

Choose the PDF, pick 200 KB and tap Compress PDF. Every page gets an equal share of the 200 KB. A long PDF has less room per page, so if it comes out blurry, remove the pages the form doesn't need first.

Can I still select or copy the text afterwards?

No. To get this small, each page is saved as a picture, so the text can be read and printed but not selected or searched. Keep your original file.
