Is it free? Is my PDF uploaded?

Free, with no sign-up, no watermark and no daily limit. Nothing is uploaded: the PDF is opened and saved inside your browser, on your own phone or computer.

Does it change the quality or the text?

No. The pages are copied as they are: text stays text you can select and search, and pictures keep their quality.

My PDF has a password. What do I do?

Open it with its password, save a copy without the password (Print → Save as PDF works), and choose that copy.

Will it stay rotated when I send it?

Yes. The turn is saved in the PDF itself, so it opens the right way up on WhatsApp, in email and when printed.
