A picture format websites use because it is small. Many forms, older phones, printers and editing apps still don't take it; a JPG works everywhere.

Will the picture lose quality?

No visible loss: the JPG is saved at high quality and the same size in pixels. A moving (animated) WebP becomes one still picture.
