How do I crop a photo into a circle for a profile picture?

Pick Circle, move the face into the middle and save. It saves as a PNG whose corners are see-through, so it sits cleanly on any background.

Does cropping lower the quality?

No. The crop is cut from the full-size photo at its own pixels, not from the small picture on screen. Only photos wider than 4096 pixels are made a little smaller.

For a passport or CNIC size photo?

Use the passport size photo maker: it crops to 35 × 45 mm and makes a print sheet.
